In the State of Wyoming, all Detention Deputy Sheriff's are vested with the full powers of a sworn peace officer. Their tour of duty starts and ends in the jail detention facility. At times the Sheriff may call upon them to perform their police duties beyond the jail walls. Should this become a common practice the Detention Deputy Sheriff must complete and become certified as a Patrol Deputy Sheriff within one year of such assignment if they are not currently certified as a Patrol Deputy Sheriff.

     

 THE DETENTION MISSION STATEMENT:

We are dedicated to the communities of Niobrara County that through our team work we will provide for a safe and secure facility for both inmates, staff and citizens.

 

The Primary Mission of the Niobrara County Sheriff's Detention / Jail Center is to ensure arrested persons appear before the courts to answer the charges they have been accused.

Our Mission is dedicated to the communities of Niobrara County, Wyoming. We promise that through our detention staff team work, we will work to provide a safe and secure facility for both inmates, staff and volunteers. We will ensure that both inmates, staff and volunteers constitutional rights are maintained. Inmates who are housed at our facility will be cared for in a humane, ethical standard.

We understand that jail incarceration is often difficult where a loved one is removed from family and friends, where contact is limited. The legal standard for the incarcerated will be upheld in our facility. All inmates will have access to the courts, legal counsel and the means to post bail or bond ensuring their appearance in court. Beyond these rights visitation with family and friends is only a privilege that can be restricted. If the visiting privilege has not been removed for an inmate in our facility, we have posted inmate visiting and phone privileges.

Inmate Phone Privilege

Inmates / prisoners at the Niobrara County Sheriff Detention Facility will generally have collect call phone privileges seven day per week between the hours of 11 am to 10 pm. Inmate / prisoner phone privileges maybe restricted to meet security and facility needs without reason or notice.

9:15 am to 10:30 am / 12:00 pm to 4:00 pm.

Saturday -
9:15 am to 10:30 am / 12:00 pm to 4:00 pm / 6:00 pm to 8:00 pm.

Sunday -
9:15 am to 10:30 am / 12:00 pm to 4:00 pm / 6:00 pm to 8:00 pm.

Additional Visiting Rules are posted at the Sheriff's Office, they outline the inmate and visitor code of conduct. These rules should be read or have them explained to you prior to your visit. Any violation will result in your visit being terminated!

Before you plan to visit you should know the following.

Family and Friends of inmates housed at the Niobrara County Detention Center may be allowed to visit on the listed days and only at the listed times.

Visits will last no longer than 30 minutes. Visiting will be through a non-contact visiting booth. Visiting room space is limited to two persons per inmate. Visiting can be terminated due to facility needs and/or inmate disciplinary issues and/or other security needs.

Parking is available on the public street of the 400 block of South Elm. There is also a parking lot located at the corner of 5
th and South Elm Street. Visitors are required to leave county property upon the conclusion of your visit. Non employee persons and visitors are not allowed in the staff parking area behind the Sheriff's Office off the alley. You can be charged with trespassing should you be in the restricted areas marked with no trespassing or authorized personnel only signs. All of the Niobrara County property is smoke free; please remove all smoking to your private vehicle or off of the county property!

Each visitor must have a state issued photo identification. Each visitor will be checked for outstanding warrants prior to visiting any inmate.

Visitors and inmates may be subject to search prior to visiting. No guns, knifes, weapons or explosives will be allowed on or in the Niobrara County Sheriff's Office property.

Persons under the age of 18 years will not be allowed to visit. The only exception is if they are accompanied by a legal guardian and are visiting an immediate family member. Children must remain within physical control of their guardian at all times.

A dress code requires proper fitting clothing that does not allow for the concealment of contraband or the display of private human parts.

Do not bring items for inmates. For extended stay inmates, money can be left with the on duty detention deputy. This money will be placed on the inmates commissary account for the inmate you are visiting. Money cannot be left for other inmates!

For persons who must travel greater than 50 miles, we do allow for extended visiting time lasting longer than 30 minutes. Such visits must be pre-approved by the Jail or Detention Administrator. These special visits are subject to early termination without notice or reason. Special visits are non-contact and only include extended visiting time.

To arrange for such visiting please call (307) 334-2240, Monday through Thursday 8:00 am to 2:00 pm and asked to speak with the Jail Supervisor for scheduling a special visit. Should you not be approved for a special visit please be aware that the inmate may not be at our facility. For security reasons, inmate housing placement and or transport will not be discussed. Special visits may be canceled without reason or notice to either the visitor or inmate.

Any additional questions concerning inmate visiting can be addressed by on duty detention staff.

Note: This list gives a general idea of life in  the Niobrara County Jail.

Inmate Commissary -  Inmates with funds can purchase items from a selection of commissary items once per week.  This is a privilege that can be restricted.
 
Inmate Phone Service - Inmates with funds can purchase phone cards to call family and friends from phones located in the day room of the inmate housing blocks.   This is a privilege that can be restricted.

Inmates Television Service - Inmates will share one television per day room housing block.  This is a privilege that can be restricted.

Inmate library services - Inmates may be given access to library books which they can check out and return.  This is a privilege that can be restricted.

Inmate recreation - Inmates may be allowed access to an outdoor yard and weight lifting equipment.  This is a privilege that can be restricted.

Inmate out-time - Inmates may be allowed out of their cell for more than one hour per day provided good discipline can be maintained by the inmate or inmates.

Inmates have rights too
  • Access to the press, courts, attorneys and legal material without censorship.
  • Access can be limited to written corespondents or a phone call upon being arrested.
  • Non sentenced inmate have the right to post bail or bond money to be released.  Courts may require a detox time before release.
  • Access to Medical and dental care, inmate may be required to pay for such care.
  • Sufficient lighting and warmth.
  • Sufficient food.
  • At least one hour out of a twenty-four hour day to provide for personal hygiene care.
  • To be free from harassment, intimidation and request protection from others. 
  • The right to file grievances, and have them addressed at the lowest level before proceeding to legal action.
  • The right to have disciplinary hearings  when privileges are removed or restricted.
